SATREPS R/D式典において若井明彦研究代表者による事業説明
SATREPS（地球規模課題対応国際科学技術協力プログラム）に採択された研究課題「広域・高精度土砂災害シミュレータを活用した早期警戒システムのデジタル化と対策工の費用対効果の可視化」に関するR/D（討議議事録）署名式が、2026年1月29日にベトナム社会主義共和国で行われました。
An R/D (Record of Discussions) signing ceremony was held on January 29, 2026, in the Socialist Republic of Vietnam for the SATREPS project titled “Digitalisation of an Early Warning System Using a Large-Scale High-Precision Sediment Disaster Simulator and Visualisation of the Cost-Effectiveness of Countermeasures.”
本課題は、群馬大学（若井明彦教授）を代表機関として、ベトナム中部フエ省を対象に、地すべり・土石流の観測、解析・予測、警戒情報の伝達、意思決定支援を統合した早期警戒システムの構築を目指すものです。
Led by Gunma University (Prof. Akihiko Wakai), the project aims to develop an integrated early warning system for landslides and debris flows in Hue Province, central Vietnam. The project combines observation, analysis and prediction, warning dissemination, and decision-making support. It also seeks to improve regional disaster resilience through digital implementation and evaluation of disaster mitigation measures.

あわせて、防災対策の効果検証やデジタル実装を通じて、地域防災力の向上を目指します。署名式には、トゥィロイ大学、ハノイ建設大学、JICAベトナム事務所のほか、日本側研究機関として東京都市大学（佐藤剛教授）、埼玉大学（越智貴子准教授）、株式会社地球システム科学（小池徹代表取締役）が出席しました。
The ceremony was attended by Thuyloi University, Hanoi University of Civil Engineering, the Japan International Cooperation Agency Vietnam Office, and Japanese partner institutions including Tokyo City University, Saitama University, and Earth System Science Co., Ltd..
本課題は、2025年9月の詳細計画策定調査を経て、M/MおよびCRAを締結しており、本R/D署名により国際共同研究の実施体制が正式に確認されました。なお、本件はベトナム現地メディアでも紹介され、高い関心を集めています。本研究を通じて、日本とベトナムの学術・技術協力の深化と、地域の防災・減災への貢献が期待されます。
Following the detailed planning survey conducted in September 2025 and the conclusion of the M/M and CRA agreements, the R/D signing officially confirmed the framework for implementing the international joint research project. The project has also attracted attention from local media in Vietnam.Through this initiative, the project is expected to strengthen academic and technological collaboration between Japan and Vietnam while contributing to regional disaster risk reduction.
